Woodland Hills, CA (April 9, 2024) The community of Woodland Hills was saddened on Sunday following the death of an 18-year-old pedestrian. Julie Welchance, from El Cajon, was struck and killed by a vehicle on the Ventura 101 Freeway early Sunday morning, according to reports. It happened right around 5:15 a.m. near Mulholland Drive.
Welchance was walking along the eastbound Venturan 101 Freeway in the early morning darkness on Sunday. The sun had yet to rise as she made her way along the shoulder of the interstate. Suddenly, a vehicle approached. Perhaps they couldn’t see her in the darkness, or perhaps something else happened. Officers are still not certain what exactly took place on that freeway. The vehicle struck Welchance, the force throwing her into the middle of the freeway.
At this time, it is unknown as to whether or not the driver of the vehicle stopped or continued driving. The California Highway Patrol reported that Welchance was found lying in the middle of the freeway, motionless. Officers raced to her side to begin life-saving measures, but Welchance had succumbed to her injuries. With heavy hearts, officers pronounced her dead at the scene and called the coroner.
Officers are doing everything they can to determine what happened on the Ventura 101 Freeway that led to Welchance’s death. Anyone with information is asked to contact the California Highway Patrol.
